Obama calls on Congress to pass 'Buffett Rule' tax

(AP) ? President Barack Obama is calling on Congress to increase taxes on millionaires, reviving a proposal he first pitched last September that aims to draw sharp election-year lines between the president and the Republican opposition.

The plan, scheduled for a vote in the Democratic-controlled Senate on April 16, stands little chance of passing in Congress. But it is a prominent symbol of the efforts the president and congressional Democrats are making to portray themselves as champions of economic fairness. Republicans dismiss the idea as a political stunt with little real effect on the budget.

"We don't envy success in this country. We aspire to it," Obama said in his Saturday radio and Internet address. "But we also believe that anyone who does well for themselves should do their fair share in return, so that more people have the opportunity to get ahead ? not just a few."

Obama calls the plan the "Buffett Rule" for Warren Buffett, the billionaire investor who has complained that rich people like him pay a smaller share of their income in federal taxes than middle-class taxpayers. Many wealthy taxpayers earn investment income, which is taxed at 15 percent. Obama has proposed that people earning at least $1 million annually ? whether in salary or investments ? should pay at least 30 percent of their income in taxes.

The push for the Buffett Rule comes as millions of Americans focus on their taxes with the approach of this year's April filing deadline.

It also draws renewed attention to the effective tax rate of Republican presidential front-runner Mitt Romney, a millionaire who is paying 15.4 percent in federal taxes for 2011 on income mostly derived from investments.

By contrast, the top nominal rate for taxpayers with high incomes derived from wages, not investments, is 35 percent.

In his remarks Saturday, the president encouraged listeners to pressure their members of Congress "to stop giving tax breaks to people who don't need them."

While the plan would force millionaires and billionaires to part with more of their money, Congress' Joint Committee on Taxation estimated that if enacted, legislation reflecting Obama's proposal would collect $47 billion through 2022 ? a trickle compared with the $7 trillion in federal budget deficits projected during that period.

Obama also renewed his call for ending tax cuts for taxpayers earning more than $250,000. Those breaks, enacted during President George W. Bush's first term, expire at the end of this year.

"Today, the wealthiest Americans are paying taxes at one of the lowest rates in 50 years," Obama said. "Warren Buffett is paying a lower rate than his secretary. Meanwhile, over the last 30 years, the tax rates for middle-class families have barely budged."

The new effort comes just days after the Senate fell short of the 60 votes needed to advance Obama-initiated legislation that would have ended $4 billion in annual subsidies to oil and gas companies. Two Republicans voted with Obama and four Democrats voted against him.

In the Republican address, House Speaker John Boehner challenged Obama to get behind energy proposals backed by House Republicans, sustaining a GOP drive to blame the administration for high gas prices in an election year. Boehner called for more oil and gas production in federal lands and for a freeze in new regulations over refineries.

He criticized Obama for pushing the anti-oil subsidy bill and for pressing Senate Democrats to vote down an effort to jump-start an oil pipeline project from Canada to refineries on the Texas Gulf Coast. He said Obama, in a meeting with congressional leaders a month ago, had shown a willingness to embrace some House Republican energy ideas.

"It was a new sign of hope, but unfortunately, only a brief one," Boehner said.

"The pain at the pump is an urgent issue for hardworking taxpayers and it deserves the same urgency from leaders here in Washington," he added.

If you've ever filed your taxes on an iPad, you know Intuit's TurboTax app is free to download, but that you'll have to pay up once you're ready to submit those returns. But, in an effort to promote its newish apps for Android tablets and the Kindle Fire, the company's giving the entire number-crunching cow away for free -- at least through this weekend. Just download between tomorrow (Friday) and Sunday and make sure you start your taxes before Monday (it's okay if you finish them later). To be clear, this includes both federal and state-level taxes, which you'd normally pay for separately for $29.99 and up. Another quid pro quo: this won't work on handsets, even though the Kindle runs a customized version of Android 2.3. (AP) ? Venezuelan President Hugo Chavez has returned home from Cuba after a five-day round of radiation therapy and says the cancer treatments are going well.

Chavez appeared on state television early Thursday at a meeting with aides, and said his plane touched down in Venezuela shortly before midnight.

"Thanks to God, I've withstood the treatment very well," Chavez said. "Let's hope that's the case next time."

He said the radiation treatments have been administered for five days in a row and that he will now stay in Venezuela until Saturday, when he plans to return to Havana for the next round. He said this week's treatments have been the first of five rounds.

Chavez has said the radiation treatments are intended to prevent any new cancer threat after a surgery last month that removed a second tumor from his pelvic region. He had another tumor removed from the same location in an earlier operation in June.

He said that on Wednesday, his friend and mentor Fidel Castro came to visit with him after seeing Pope Benedict XVI. Chavez said he and Castro took a ride around Havana together, and Castro showed him some farmland where agricultural research is being carried out.

Chavez said Castro also told him that the conversation with the pope was "very cordial and positive for Cuba and for our (Latin) America, and for the world, too."

Chavez said Castro was also impressed that despite the pope's age, he maintains "a very heavy schedule."

The future of health & fitness ? Harder. Better. Faster. Stronger.

Alright folks. I know I?ve been MIA for a while now but I?m not going to write a big story about how my life was super busy or how I enjoyed a great vacation forgetting to blog blah blah. The important thing is that I?m back and I promise to blog more frequently moving forward.

Let?s get practical

So in the last 6 months or so, if you realized, I haven?t written much sciency articles or anything that talks about the minutiae in nutrition and/or fitness. The reason for this is two fold.

1. Most of the important stuff about nutrition and training that applies to the health and fitness enthusiast, I?ve already covered. I?ve written about RealFood and saturated fat and grains and vegetables and protein requirements and macronutrient splits and superfoods and alcohol and overtraining and the best exercises and running and cardio and fat loss?and much more.

2. That being the case, I?m trying not to force my readers into the ?paralysis by analysis? zone. I find that there are plenty of great websites/blogs that get deeper and deeper into nutrition (and fitness) resulting in (inadvertently) confusing the reader. While analysis is uber important, for the common man and for the health & fitness enthusiast whose profession is not nutrition or health or fitness, such in-depth obsessive analysis only results in paralysis.

What I have realized in the last 6 months to a year is that people don?t succeed in moving towards a healthier fitter lifestyle, not because they don?t know what to do, but because they don?t know how to do it. Let me explain.

Real-life examples help

I have an awesome online client whose goal was to lose some fat and get healthy. She was in the heavier side to begin with and had specific weight loss goals. As you may know, the heavier the person, the more the absolute weight loss you expect to start off with. So when we started, I expected her to lose about 1 kg per week. She started and saw a kilo (~ 2lb) of weight loss in the first 2-3 weeks. This could be attributed to reduction in junk food consumption and water loss and hence not true fat loss.

As weeks went by, she kept updating me with her weight and measurements and weirdly we saw no change. No fat loss. No weight loss even. Measurements were also the same. I checked with her and she said she has been doing everything required ? eating only real food, working out per the plan, sleeping enough etc. She admitted that she had a few slips here and there but she had been sticking to the plan for 95% of the time.

This obviously, baffled me. I went back to her food log, again, and had a nice long look. It all seemed fine. When asked about how she felt otherwise, she mentioned that she saw improvements in all areas except weight and measurements. That is, her mood was better, energy levels were high, skin was better etc etc. So, clearly, RealFood was definitely doing its thing, but was not helping with fat loss.?While I asked her to wait things out and give her body the time to heal I was concerned as to why this was happening.

My next suggestion was to get her thyroid checked. She got it tested and all her numbers were kind of normal. Her TSH was a little high but nothing too crazy. Again? baffled. We had a few calls back and forth trying to figure this out and then she sent me an email saying she was going to give this plan an honest shot for the next 30 days. If things went well, that?s great. If not, this plan didn?t work for her. I agreed and she said she wouldn?t contact me until the 30 days were over.

At the end of 4 weeks, she sends me an email saying she?s lost 5 kg.

Well? how did that happen? Did we change the plan? No. Did she eat any special superfood or pills? No. Did she go out and start working out 10 times a week? No. Then how did this happen? ?Simple really. Initially, she didn?t do the plan as is. Now, in these 30 days, she did it. And why did this happen? During the initial stages, she was unaware of how to do this right and as a result did it wrong. In the last 30 days, since she set a hard deadline for herself, she was determined to find a way to do it and, well, she found a way and did it right.

What?s my point here?

Most people either take this too lightly or don?t put in enough effort to do it right. And why does this happen? Because most people are lost in the ?how to do this? zone. For example, my client, from above, would?ve been able to do this right the first time if she had better a better understanding of the ?how to? part of the concept.

To try and solve that issue, I?ve written in the past about how to create your own optimal diet and about how to design your own training plan. I?m know it helped a bunch of folks, but I still don?t think it is enough.?So, moving forward, I plan on writing a lot addressing the practical aspects of RealFood, optimal training and lifestyle changes. In other words, my future articles will focus on?

  • Ways to eat RealFood when traveling

  • Simple non-obsessive ways to include more RealFood in your diet

In my dictionary, sustainability is more important, MUCH more important, than anything else. (AP) ? The Indian James Bond can disarm a bomb while flying a helicopter, dodge bullets from deadly assassins and save his country from nuclear disaster. But getting into cinemas in neighboring Pakistan has proved to be an impossible feat.

Pakistan banned the Indian film "Agent Vinod" a few days before its scheduled release, likely because of its critical portrayal of the country's generals and spies. They are shown providing support for the Taliban in Afghanistan and scheming to set off a nuclear suitcase bomb in archenemy India's capital.

"It was our judgment that it should not be allowed to be screened," the vice chairman of Pakistan's Film Censor Board, Muhammad Ashraf Gondal, told The Associated Press on Monday. "It falls under the negative codes of our censor."

He refused to provide further details.

The film, which was scheduled to open last week in Lahore and Karachi, likely hit too close to home because it echoes real criticism of Pakistan ? admittedly, in the exaggerated style of India's popular Bollywood film industry.

Although Pakistan has never been accused of trying to detonate a nuclear weapon in India, it has sponsored Islamist militant groups who have carried out attacks in the country. It helped the Taliban seize power in Afghanistan in the 1990s to counter Indian influence, and many believe support for the group has continued despite Pakistan's denials.

"Agent Vinod is for Indians, but it is not against Pakistanis," said the movie's lead actor and co-producer, Saif Ali Khan, in an interview with the Indo-Asian News Service. "But I understand if they get upset because we are beating them up quite often in the film."

Khan plays agent Vinod, dubbed "India's James Bond." He is a spy from India's Research and Analysis Wing, which has spent decades in a real-world cloak and dagger struggle with Pakistan's Inter-Services Intelligence agency, or ISI.

Pakistan and India were founded in 1947 following the breakup of the British empire. They have fought three major wars since then, two of them over the disputed territory of Kashmir.

The Indian film shows Pakistani officials encouraging terrorist attacks in India and financing Lashkar-e-Taiba, a militant group founded with the ISI's support in the 1990s focused on pressuring India to give up Kashmir.

"If you feel this is unreasonable or not true, then it is fair enough," said Khan, the actor-producer. "I think it is all quite true."

Lashkar-e-Taiba has been officially banned in Pakistan, but the government has done little to crack down on the group. It is blamed for the 2008 attacks in the Indian city of Mumbai that killed 166 people.

Agent Vinod is certainly not the first Bollywood film to be prohibited in Pakistan. The government imposed a blanket ban on all Indian movies in 1965, following a bloody war between the two countries.

Pakistan lifted the measure in 2008 but has continued to block individual films. It banned an Indian comedy about Osama bin Laden in 2010, claiming it could spark terrorist attacks.

The impact of such censorship is limited. Indian films are popular in Pakistan, but there are relatively few movie theaters in the country. DVDs are a more common means of watching movies, and pirated copies are easily available at shops that specialize in them. Copies of Agent Vinod were already being sold in several Pakistani cities on Monday.

Huma Yusuf, a well-known Pakistani journalist, wrote a column in Dawn newspaper Monday saying Pakistan should support films and other forms of entertainment that explore controversial issues rather than seek to block them.

"They may be the only tools at the disposal of Pakistani society to stem the rising tide of hate, religious intolerance and ethnic differentiation," said Yusuf.

Aide says Cheney had heart transplant

WASHINGTON (AP) ? Former Vice President Dick Cheney had a heart transplant Saturday, after five heart attacks over the past 25 years and countless medical procedures to keep him going. Cheney, 71, waited nearly two years for his new heart, the gift of an unknown donor.

An aide to Cheney disclosed the surgery after it was over, and said the ex-vice president was recovering at a Virginia hospital.

"Although the former vice president and his family do not know the identity of the donor, they will be forever grateful for this lifesaving gift," aide Kara Ahern said in a written statement that was authenticated by several of the Republican politician's close associates.

Cheney was recovering Saturday night at the intensive care unit of Inova Fairfax Hospital in Falls Church, Va., after surgery earlier in the day.

More than 3,100 Americans currently are on the national waiting list for a heart transplant. Just over 2,300 heart transplants were performed last year, according to the United Network for Organ Sharing. And 330 people died while waiting.

According to UNOS, 332 people over age 65 received a heart transplant last year. The majority of transplants occur in 50- to 64-year-olds.

The odds of survival are good. More than 70 percent of heart transplant recipients live at least five years, although survival is a bit lower for people over age 65.

The former vice president suffered a heart attack in 2010, his fifth since the age of 37.

That same year, he had surgery to have a small pump installed to help his heart keep working.

Called a "left ventricular assist device," or LVAD, that device took over the job of the heart's main pumping chamber, powered by special batteries worn in a fanny pack. It helps a person live a fairly normal life while awaiting a heart transplant, although some people receive it as permanent therapy. It was one of the few steps left, short of a transplant, to stay alive in the face of what he acknowledged was "increasing congestive heart failure."

In January 2011, Cheney said he was getting by on the battery-powered heart pump, which made it "awkward to walk around." He also said he hadn't made a decision yet on a transplant, but that "the technology is getting better and better."

Cheney said then that he'd "have to make a decision at some point whether I want to go for a transplant."

By that point, Cheney had been dealing with cardiovascular problems for more than two decades.

In 1988, he had quadruple bypass surgery, two artery-clearing angioplasties and the operation to implant a pacemaker, a device that monitored his heartbeat.

In 2005, Cheney had six hours of surgery on his legs to repair a kind of aneurysm, and in March 2007, doctors discovered deep venous thrombosis in his left lower leg. An ultrasound a month later showed the clot was getting smaller.

In July 2007, he had had a minor surgical procedure to replace the pacemaker.

Cheney served as former President George W. Bush's vice president for eight years, from 2001 until 2009. Cheney was a lightning rod for criticism during Bush's presidency, accused by opponents of often advocating a belligerent U.S. stance in world affairs during wars in Iraq and Afghanistan.

Former Massachusetts Gov. Mitt Romney, the front-runner for the Republican presidential nomination, wished Cheney a "fast and full recovery" in a post on Twitter. Former Pennsylvania Sen. Rick Santorum, Romney's chief challenger, sent a written statement wishing Cheney and his family well and offering his thoughts and prayers.

Like 5 million other Americans, Cheney has had congestive heart failure, meaning his heart had become too weakened to pump properly. That can happen for a variety of reasons, but Cheney's was due to cumulative damage from his multiple heart attacks.

Heart failure kills 57,000 Americans a year and contributes to many more deaths.

Shortly after Cheney's surgery was disclosed, one prominent cardiologist ? Dr. Eric Topol of Scripps Health in La Jolla, Calif. ? raised the issue of whether someone so old should have received a new heart.

"The ethicists will get into this case," he wrote on Twitter.

Others disagreed.

"It is not too old. Age is really not a factor," said Dr. William Zoghbi of Methodist Hospital's DeBakey Heart and Vascular Center in Houston. He is incoming president of the American College of Cardiology, and he spoke from the group's annual conference in Chicago on Saturday.

Zoghbi said Cheney may even fare better than younger people whose immune systems more actively fight new organs, raising concern about rejection.

"I don't see any ethical issues here," Zoghbi said, because a transplant is clearly indicated for someone whose heart is as weak as Cheney's was.

A heart transplant is a race against time. Doctors look to the waiting list for the next qualified candidate who is a good match to the newly donated heart, which typically comes from an accident victim. The patient must get to the operating room quickly, as a newly donated heart stays fresh for only about four to six hours.

During a heart transplant, a mechanical pump keeps blood flowing through the body while surgeons remove the diseased heart ? and in Cheney's case, the previously implanted LVAD ? and connect the new one.

Patients must take immune-suppressing medication for life, to keep their body's immune system from attacking the new, foreign organ. They typically stay in the hospital for a week or two, and require intensive cardiac rehabilitation.

Picture An Embryo

As part of an NIH-funded project, Bradley Smith, associate dean for creative work, research and graduate education at the University of Michigan, posted a collection of optical images and MRI scans of human embryos to the web. Intended for a clinical audience, Smith talks about the unexpected response he got from the public.

FLORA LICHTMAN, BYLINE: Hi, Ira.

FLATOW: What have you made for us this week?

LICHTMAN: This is a fascinating one, I think.

FLATOW: They're all fascinating.

LICHTMAN: Oh, OK. Thanks.

LICHTMAN: This one, really, I had to give a lot of thought to. It comes from Bradley Smith, who's in the School of Art and Design at Michigan - at the University of Michigan. He gets a PhD in anatomy and sort of specializes in medical visualization. And back in the 1990s, the NIH asked him - funded him to make a collection of images of human embryos, and he thought that he was doing this sort of for the clinical community. You know, the idea was to make - take MRI scans of embryos and view these are from a museum - by the way, the museum of - in D.C., of Health and Medicine - and to make them accessible for medical students and so they won't degrade. And it turned out that when he put them online, which is part of his funding agreement, that he got all sort of, you know, strong reaction from the public.

FLATOW: Right, the videos of the embryo.

LICHTMAN: The videos of the embryos. He does sort of time lapse of human development, and it was really fascinating to watch, going from this sort of little hard to, you know, nondescript ball to what you would recognize...

FLATOW: As an embryo.

LICHTMAN: ...as an embryo or a fetus.

FLATOW: This is SCIENCE FRIDAY from NPR. I'm Ira Flatow talking with Flora Lichtman about our Video Pick of the Week, and it's a - videos of embryos, all different kinds of embryos. So you got the film, the footage...

LICHTMAN: Right. So...

FLATOW: ...and you put your own video together out of this.

LICHTMAN: Right. So he has this whole collection of different embryos at different stages, and they - you measure age of embryo based - its postovulatory age. So it's very hard to tell exactly when the embryo was conceived, but you can kind of estimate based on ovulation. And so you look and you can see after 28 days what it looks like, after 42 days. And he's put together, actually, these sort of amazing time lapses so you can watch these changes over time.

And in talking to Smith, he's really thought a lot about what - why we have such a strong reaction to looking at embryos, and he's found this firsthand. I mean, and he gets emails all the time and sort of unpacks these questions, like, you know, is it - when you look at these pictures, does it strike you as more human or less human than you would have imagined, he asks. This is what he asked audience when he shows them. What is your experience with seeing these pictures in the past? You know, he said imagine 300 or 400 years ago, would - how would people imagine what an embryo is? This is a technologically...

FLATOW: Yeah. Yeah.

LICHTMAN: ... mediated experience.

FLATOW: And not only that, he's taken the technology faster - further, as you show. He's done MRIs, right?

LICHTMAN: That's right. So...

FLATOW: Never seen before.

LICHTMAN: No one had ever done this before, and you can see the sort of whole internal structures. You can watch organs develop, the neural tube. And I think, you know, he made the point, this - it didn't break much new ground scientifically. People understood a lot of this already, but now it gives medical students, for example, an opportunity to look through and ask questions without actually destroying an embryo to answer them.

FLATOW: Mm-hmm. And it was a new experience for you to take these and put these together? He really hadn't this in any...

UN hopes to turn tide in Syria with peace plan

The UN Security Council on Thursday awaited Syria's response to its demand for the "immediate" implementation of a plan by special envoy Kofi Annan to rein in the government's bloody crackdown.

UN chief Ban Ki-moon said he hoped Wednesday's rare show of unity by the 15-member council -- including Russia and China -- would mark a "turning point" in the crisis, in which more than 8,000 people have been killed.

"I hope that this strong and united action by the council will mark a turning point in the international community's response to the crisis," Ban said on a visit to Kuala Lumpur Thursday.

Russia and China, which have blocked two resolutions on Syria, backed a Western-drafted statement that called on Syrian President Bashar al-Assad to work toward a cessation of hostilities and a democratic transition.

The council also gave a veiled warning of future international action.

But as the statement was read out on Wednesday, shells from Syrian troops rained down on the Homs district of Khaldiyeh in the latest bombardment of a bloody year-long campaign against protesters inspired by the Arab Spring.

At least 22 people have been killed in two days of bombardments in Homs, and another 23 died elsewhere in the country on Wednesday alone, activists said.

Thirty-nine bodies were found in the Rifai sector of Homs, activists said, adding that they had probably been killed at the same time as 48 women and children whose mutilated corpses were found on March 12.

There were also fierce clashes between rebels and security forces near an intelligence post in the Damascus suburb of Harasta, according to the Syrian Observatory for Human Rights.

The Security Council statement, which carries less weight than a formal resolution, gives strong backing to a six-point plan that Annan, the UN-Arab League envoy, put to Assad during talks in Damascus this month.

The statement called on Assad and the opposition to work with Annan "towards a peaceful settlement of the Syrian crisis and to implement fully and immediately his initial six-point proposal."

It said Annan should regularly update the council on his efforts, adding: "In the light of these reports, the Security Council will consider further steps as appropriate."

The council gave "full support" to Annan's efforts to set up a Syrian-led transition to a "democratic, plural political system."

Annan, a former UN chief, was "encouraged by the united support of the Security Council behind his efforts and urges the Syrian authorities to respond positively," his spokesman Ahmad Fawzi said in statement.

Annan's plan calls for Assad to pull troops and heavy weapons out of protest cities, a daily two-hour humanitarian pause to hostilities, access to all areas affected by the fighting, and a UN-supervised halt to all clashes.

The mention of a political transition, along with Russia and China's backing for the statement, was a strong signal to the increasingly isolated Assad government, diplomats said.

"This sends precisely the strong and united message to the Syrian government and all other actors in Syria that they need to respond, and respond quickly and immediately, to the six-point plan," said Britain's UN ambassador Mark Lyall Grant.

The Security Council also agreed on a press statement, proposed by Russia, that "condemned in the strongest terms" bomb attacks in Damascus and Aleppo over the weekend.

US Secretary of State Hillary Clinton praised the UN statement and warned Assad to carry out the peace plan or "face increasing pressure and isolation."

The Russian and Chinese vetoes have left the Security Council in deadlock in recent months over the violence in Syria. But Russia's Foreign Minister Sergei Lavrov welcomed the council's latest move.

"The document does not contain any ultimatums, threats or assertions about who is guilty," said Lavrov, in remarks that were played up by Syria's state-run SANA news agency early Thursday.

Russia is Syria's main ally but it has indicated growing impatience with Damascus.

China's UN ambassador Li Baodong urged Syria to cooperate with Annan, cease its attacks and launch a political dialogue "as soon as possible."

US Senator John McCain meanwhile Wednesday told AFP that Assad's "massacres of his own people" are putting pressure on European and American leaders to take more active roles in ending the crisis.

The rebels, he said, "deserve our assistance and international assistance to fight back."

European countries still want to press for a full, binding Security Council resolution on the Syrian crisis, with French envoy Gerard Araud calling the statement "a small step by the Security Council in the right direction."

"A resolution is still on the table and we hope we will manage to obtain a Security Council resolution," he told reporters.
