Deal reached for stopping spike in milk prices

(AP) ? The top leaders in both parties on the House and Senate Agriculture committees have agreed to a one-year extension of the 2008 farm bill that expired in October, a move that could head off a possible doubling of milk prices next month.

Senate Agriculture Committee Chairman Debbie Stabenow, D-Mich., indicated the House could vote on the bill soon, though House leaders have not yet agreed to put the bill on the floor. In addition to the one-year extension that has the backing of the committees, the House GOP is also considering two other extension bills: a one-month extension and an even smaller bill that would merely extend dairy policy that expires Jan. 1.

Expiration of those dairy programs could mean higher prices at the grocery store within a few weeks. Agriculture Secretary Tom Vilsack said Americans face the prospect of paying $7 for a gallon of milk if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

A spokesman for House Speaker John Boehner said Sunday that Republican leaders had not decided how they would proceed on the farm extension, though a vote could come as soon as Monday. Boehner has pushed back on passage of a new five-year farm bill for months, saying there were not enough votes to bring it to the House floor after the House Agriculture Committee approved it in July. The Senate passed its version of a farm bill in June.

The prospect of higher milk prices has motivated some action. The bipartisan extension also includes disaster assistance to farmers affected by a lingering drought this year, along with extensions to other farm programs that expired in October.

Instead of just extending current dairy policy, the extension bill includes an overhaul of dairy programs that was included in both the Senate and House committee bills. The new dairy programs include a new, voluntary insurance program for dairy producers. Those who choose that new program also would have to participate in a market stabilization program that could dictate production cuts when oversupply drives down prices ? an idea that hasn't gone over well with Boehner.

In July, he called the current dairy program "Soviet-style" and said the new program would make it even worse. Large food companies that process and use dairy products have backed Boehner, saying the program could limit milk supplies and increase their costs.

Stabenow blamed Boehner for getting to the point where an extension is the only option. "The lack of action by the House Republican leadership has put us in a situation where we risk serious damage to our economy unless we pass a temporary extension," she said.

One of the reasons Boehner has balked at bringing up a farm bill is disagreement within his caucus over how much money should be cut from food stamps, which make up roughly 80 percent of the half-trillion-dollar bill's cost over five years. House Agriculture Chairman Frank Lucas, R-Okla., has unsuccessfully pushed his leadership for months to move on the legislation despite the disagreement over food aid.

On Sunday, Lucas said he hoped the extension would pass both chambers quickly as GOP leadership mulled their options.

"It is not perfect ? no compromise ever is ? but it is my sincere hope that it will pass the House and Senate and be signed by the president by Jan. 1," he said.

Tory prophet preaches union choice for canadian workers

Meet the young man who would be the father of right-to-work legislation in Canada.

Pierre Poilievre, at age 33, he has the prime minister?s confidence and his ear. He has been rightly tagged as one of the most powerful persons in the national capital, and is already in his fourth term as the MP for Nepean-Carleton.

The Stephen Harper government might dismiss suggestions that right-to-work legislation is on its agenda and Labour Minister Lisa Raitt may say there is a different culture in Canada, but there is nothing stealthy about Poilievre?s intentions as he spells them out over a cappuccino.

He calls it ?workers? freedom,? legislation that would give federal employees the option of paying union dues and joining their colleagues in a work stoppage.

?I am the first federal politician to make a dedicated push toward this goal,? he says. ?I believe in free choice for workers and I am going to do my part to see that happens at the federal level, and I would encourage provincial governments to do likewise.

?I am going to work with cabinet and caucus colleagues to build support. Over time I believe I can convince people of its merits. And hope springs eternal that one day we will have free choice for workers in Canada.??

Since Poilievre took his first step on this question, criticizing the Public Service Alliance of Canada for contributing to the campaign of the separatist Parti Qu?b?cois in September, organized labour has been ducking and weaving as attacks come with lightning speed.

A bill sponsored by a backbench Conservative MP, which would force unions to open their books and disclose the salaries of officers and their spending of dues, passed the Commons in a heartbeat and is now before the Senate.

Michigan, Ontario?s rust-belt neighbour, became the 24th state to pass right-to-work legislation.

Ontario Progressive Conservative Leader Tim Hudak, currently leading provincial polls, said he backed right-to-work legislation for workers in Ontario.

Poilievre doesn?t buy this concept that collective bargaining and trade unions are somehow in the Canadian DNA, and he believes workers? freedom mirrors individual freedom as a deeply ingrained Canadian trait.

Opponents, he says, are hung up on the U.S. experience and the domino of right-to-work states, which U.S. President Barack Obama has agreed is a race to the bottom. ?The so-called ?right-to-work? laws ? they don?t have to do with economics, they have everything to do with politics,?? Obama said in Michigan. ?What they?re really talking about is giving you the right to work for less money.??

But Poilievre says this move away from ?forced unionism? is now a worldwide phenomenon, pointing to court decisions in Sweden and Denmark backing workers who opted out of paying union dues.

But not all the opposition to his concept comes from a beleaguered Canadian union movement that rightly feels it is under siege.

Already, labour ministers in Quebec and Ontario have put in writing their concerns over the union transparency bill. NDP Leader Tom Mulcair says it will never survive a court challenge.

Ontario?s Linda Jeffrey called it ?inexplicably intrusive? and an ?unwarranted interference with the collective bargaining process in Canada,? although she had to make her argument that it would threaten labour peace in Ontario over the chants of 35,000 striking teachers.

?Every labour organization that is spending its money in a way in which it should will have no labour unrest,?? Poilievre says.

But opposition will be intense in this country. Union membership in Canada has dipped, but still sits at 31.7 per cent of workers. In the U.S. the number is 11.8 per cent.

Poilievre has become legendary in Ottawa for his ?message discipline,?? the man who handles the sleaze questions from his NDP tormentors in the Commons, tossing it back in kind, ceaselessly parroting talking points on ?big union bosses,? ?carbon tax?? and Liberal malfeasance.

For the government, the discipline works. If you are outside government, it is merely annoying.

Initially, he was the francophone part of a team with Harper?s parliamentary secretary, Dean Del Mastro, but since Del Mastro was silenced by allegations of spending irregularities of his own, Poilievre has embarked on a solo career, a bit like Martin without Lewis or Mick without Keith.

?Some people say I am repetitious, but that?s because the truth doesn?t change,?? he says.

That discipline should not be underestimated. He will spend 2013 talking about ?freedom? and ?choice,? and he won?t be knocked off message.

A huge variety of people, from celebrities to average users, went into collective uproar about the change in Instagram's terms of service, to the point where CEO Kevin Systrom made a public statement and is planning to release updated language for its terms.

This is particularly notable because nobody really reads terms of service. When they change, they're either ignored, or misunderstood to the point that people think posting a disclaimer on their Facebook walls will prevent the company from using their data.

The reaction highlights how much people use and care about Instagram, but it also points out a huge trend in people's attitudes that will affect corporate strategy for years to come.

People are increasingly aware that what makes many digital businesses valuable is the personal data and content they upload. And they've seen this trend over and over again when businesses go public or get bought out and attempt to monetize the data.

Mark Levin to GOP: ?There will be a political backlash for selling out? on fiscal cliff [AUDIO]

On his Wednesday radio show, conservative talker Mark Levin warned Republicans against voting for House Speaker John Boehner?s fiscal cliff ?Plan B? when it comes up for a vote on Thursday.

?These politicians ? particularly these Republicans that I?m focused on ? they create records for themselves,? Levin said. ?And tomorrow, they?re going to create a record for themselves. How are they going to vote? See, the way we conservatives look at it, the way we the people look at it, is they?re going to vote for a tax increase. We don?t care on whom.?

?We also understand the government is out of control, and any tax increase ? including the Boehner tax increase ? will have no effect whatsoever on the budget or controlling the government, on re-establishing constitutional government,? he added. ?There will be a political backlash for selling out.?

Levin said Boehner?s proposal is out of step with conservative principles.

?And I?m telling the so-called conservative Republicans in the House this will be a key determining factor for your future political careers,? he continued. ?You won?t be able to run from it. And all your mush-mouthed, spaghetti-brained thinking isn?t going to fix it. You?re going to put a marker down, and we?re going to see it.?

THERE'S FOOD ON YOUR CAT: Natural Hippie Remedies For What ...

I've been on this natural living kick for about two years now. It all started with getting really sick, like I CAN'T WALK sick, for 3 months. My skin and stomach got really sensitive, and I started spending the unending days and nights lying in bed researching ways to feel less like a leper. Turns out the answer for me was to go natural -- little to no chemicals and using food for both eating and body care.?

After my recovery, my natural stuff obsession gained momentum, and, after starting work in a natural pet supply store in Honolulu, I turned my attention to our furry friends.

Enter Brandy the Cat. I'm going to get all Crazy Cat Lady on your ass for a moment so just be cool.?

I love my kitty. She is a mean little bitch who has shown me how much she loves and appreciates my servitude to her by leaving all manner of scars on my crunchy granola body. She pits my husband and me against each other, battling for her favor, and her food is higher quality than anything we will eat with any regularity for at least the next decade. Every Christmas or birthday, I give my husband a t-shirt with her face screened onto it. And, by golly, he treasures them. I LOVE my cat.?

So it seems to reason that what's good for the girl is good for the kitty, right??

After lots of research and some careful experimentation on lab humans (lab = my kitchen and lab human = me), I've found that a lot of the food found in our kitchens and grocery stores can be used as safe, cheap and kick-ass home remedies for what ails your pet. Specifically your dog or cat.?

These are some of my favorites.?

EXTRA VIRGIN COCONUT OIL

Extra Virgin Coconut Oil (EVCO) is the Grand Poobah of natural pet and human care. It is naturally antimicrobial, absorbs beautifully and if Fluffy or Fido licks it, no problem!

For minor cuts, abrasions, sensitive spots, minor fungal problems and blisters, slather EVCO onto the spot and try to let it soak in. It works great for dry and rough paws, too. And, like I said, if your dog or cat licks it off, no problem since it doesn't contain any yucky chemicals that other topical pet medications can contain. It used to freak me out whenever I read the label on my pet's skin medication and it said, "TOXIC IF INGESTED."

EVCO is also great as a supplement for Fluffy or Fido. When adding anything into your pet's diet, go slow. Start adding a little EVCO to their breakfast or dinner on a daily basis. ?I'd start with a 1/4 dose of EVCO for a couple days, then slowly building on that amount over the span of a week to 10 days until you are at the full daily dosage -- about a 1/4 teaspoon per 10 pounds of pet. Going slow will help you and your pet avoid getting the dreaded diarrhea or any such discomfort. Why rush? If your pet gets some tummy troubles (see: Pumpkin) back off and go slower.?

After about a month or so of feeding EVCO to your pet, you'll notice the condition of their skin and coat improve. Shiny hair! Who doesn't like that? Not to mention, EVCO's antimicrobial properties really help when dealing with fungal, bacterial or yeast issues in a dog or cat's system.?

I could go on and on forever about EVCO. This stuff is the shit.?

PUMPKIN

Every pet owner hates diarrhea. Then again, does ANYBODY enjoy diarrhea??

When I'm at the store, the questions I most often receive involve poop. Specifically "loose doo-doo" as I often hear 'round these parts. Pumpkin to the rescue!

Plain, unsalted, steamed and smooshed up or pureed pumpkin is a great tummy tamer for pets. Feed it to your dog or cat (about 1 teaspoon daily for small dogs and cats, 1 tablespoon daily for medium or large size dogs) during a bout of diarrhea, and everything should firm up in a couple days. Most pets need it mixed into their food for them to eat it, though some will just eat a dollop plain.?

You can either buy the pumpkin and steam it yourself, or buy a pumpkin product from your local pet store or the interweb. Make sure it's plain -- do NOT buy pumpkin pie filling. It's full of ingredients that could be potentially harmful to your pet.?

Here's some fancy canned pumpkin made just for your dog. It's called Nummy Tum-Tum. I know.?

BAKING SODA

Pup got inflamed skin? Itchy skin? Try baking soda!

Baking soda calms down your dog's skin and helps soothe "hot spots" -- patches where the skin is irritated.

You can either make a paste out of water and baking soda and apply directly to the spot for a few minutes, or you can bathe your dog in a solution of 2 parts water and 1 part baking soda -- kind of like washing your own hair "no 'poo" style.?

Simply massage into your dog's skin and coat, and then rinse. I've only used this on a dog, but if I were so intrepid as to bathe Brandy the Cat again (yes, I bathed her once and I have the battle scars to prove it), I would consider doing this.?

You can either follow up with a sulfate-free doggy conditioner or...

APPLE CIDER VINEGAR

Why, Louise! I've rinsed MY hair with apple cider vinegar (ACV)! Yes, THAT ACV that leaves your hair super soft, shiny and flake-free, can do the same for your dog!

I'm sure we've all heard this a million times, but ACV closes the cuticle of hair, removes irritation-causing build up, and soothes itchy flakey skin. Your pet is left with soft, fluffy, shiny hair and itch-free skin.?

Mix 1 part ACV to 1 part water (I like to use an old shampoo bottle) and douse your dog, making sure you get the solution down to their skin. Let sit for a minute, if you can, then rinse thoroughly.?

Your pet may smell a bit like vinegar for a while, but once they dry, the smell should dissipate.?

BONUS! It helps repel fleas!

BUTTER

Hairballs.?

How many times have I been awoken in the wee small hours of the morning to the dulcet tones of Brandy the Cat yacking up a hairball? How many times have I sprung out of bed, ready to attack the day, only to step on a moist, slushy hairball??

It is the bane of cat owning existence. However, butter can help.?

Once or twice a week smear a little dollop of plain, unsalted butter on kitty's paw or put 1/2 a teaspoon of butter in kitty's food. You can do this more often, but like I said earlier, start slow and ease kitty into it.?

I've found this can lessen the amount of hairballs coughed up and even allow cats to pass hairballs in their stool.?

Hairballs are a fact of kitty life. A cat will normally cough up a hairball or two about once a month. Some cats more often, some cats less. If you find your cat vomiting excessively, dry hacking or coughing up copious hairballs every week, you might want to take your cat to the vet to make sure everything is all right.?

Oh, and EVCO can help with hairballs, too, when ingested. Is there anything it can't do?

So, there you go. I've picked up these tips through research and experience. Always take into consideration your pet's baseline health before trying anything new. I'm super careful, but I'm no vet, so please when in doubt, check with your vet.?

Just know that next time Fluffy or Fido has an itch, a scratch or a tummy ache, the simplest, most natural and tastiest solution might be right in your kitchen.?

Higher rates or fewer tax breaks _ what's worse?

WASHINGTON (AP) ? In the fiscal cliff wars, a pivotal battle is raging between Democrats demanding to raise revenue by boosting tax rates on the nation's highest earners and Republicans insisting on eliminating deductions and other tax breaks instead. Which is better for the economy? Analysts say it depends.

Economists generally agree that a simpler tax code with lower rates and fewer deductions, exemptions and credits would help the economy. With fewer tax preferences, people would be more likely to seek the best investments for their money instead of the most lucrative tax breaks. And lower rates would leave them more money to spend. Both would add oomph to the economy.

But ask whether the higher tax rates that President Barack Obama wants would hurt the economy more than curbing deductions, as Republicans assert, and the picture is less clear. While many economists say the economy theoretically would work more efficiently if the tax code provided fewer preferences, many said it would depend on which deductions lawmakers curb ? a complicated exercise in a world where one person's wasteful loophole may be viewed by others as an economic lifeline.

For example, one of the biggest tax breaks is the widely popular deduction for interest on home mortgages below $1 million. Because of it, the government this year will take in $87 billion less than it would if the deduction didn't exist.

That deduction allows many to buy homes they otherwise couldn't afford and is strenuously defended by the housing industry. But critics say it does little to help lower-income people while it encourages others to go into debt for costlier homes than they need ? an activity they say taxpayers should not subsidize.

"I'd definitely go for cutting deductions first, especially if I have the opportunity to make the choices about which deductions go," said Alan Auerbach, director of the Robert Burch Center for Tax Policy and Public Finance at the University of California, Berkeley.

The clash is a key part of negotiations for a deal to avert big tax increases and spending cuts due to begin in January ? the fiscal cliff ? unless Obama and Congress reach an accord on some other way to rein in the government's ballooning debt.

Obama wants to raise $1.6 trillion in revenue over the next 10 years, partly by letting decade-old tax cuts on the country's highest earners expire at the end of the year.

He would continue those Bush-era tax cuts for everyone except individuals earning more than $200,000 and couples making above $250,000. The highest rates on top-paid Americans would rise from 33 percent and 35 percent today to 36 percent and 39.6 percent.

House Speaker John Boehner, R-Ohio, has offered $800 billion in new revenues to be raised by reducing or eliminating unspecified tax breaks on upper-income people.

There are more than 100 tax breaks with a cumulative price tag estimated at $1.1 trillion yearly. They range from huge breaks like the deduction for charitable contributions and the income exclusion for employer-provided health insurance to obscure tax incentives for capturing carbon dioxide emissions or maintaining railroad tracks.

The nonpartisan Congressional Budget Office said in a report last month that raising tax rates would dampen people's incentive to work and reduce the nation's labor supply. Raising the same amount of revenue by eliminating tax breaks would probably be less negative, but the impact would depend on which deductions were erased, the budget office said.

A separate study by the same agency and in the same month, however, suggested that the economic harm from letting tax rates rise for top earners would be relatively negligible.

That report estimated that extending the George W. Bush-era tax breaks for everyone would mean the economy would grow by 1.4 percent more than if all the tax cuts are allowed to expire. Extending the tax breaks for all but the top earners as Obama wants would produce economic growth of 1.3 percent, just 0.1 percent less. In a nearly $16 trillion economy, that one-tenth of 1 percent equals $16 billion.

While higher tax rates can discourage investment, "whether or not we actually see significant changes in behavior from small changes in tax rates is another story," said Joe Rosenberg, research associate at the bipartisan Tax Policy Center, which analyzes tax policy. "We do see some, but the magnitude is probably fairly small."

Part of the dispute is grounded in politics. Obama made raising rates on the wealthy a keystone of his re-election campaign. For two decades, Republicans have made opposition to higher tax rates their party's mantra. Neither side is eager to surrender.

The present faceoff is also a tactical duel ahead of an even larger war over revamping the entire tax code that could come next year. Both sides know that if tax rates on the wealthy rise now, it will be harder to push them back down later.

In addition, the battle underscores ideological differences in the two parties' constituencies.

Republicans say raising tax rates on high-income Americans discourages investments that would produce new jobs.

"Here's how Republicans think," said Kenneth Kies, a former top House GOP tax aide and now a tax lobbyist. "If I'm a risk-taker and I'm getting ready to invest $1, if I'm successful and the top rate is 35 percent, I get to keep 65 cents."

If the top tax rate is much higher, Kies said, he would get to keep less "and my incentive to invest is significantly reduced."

For Democrats, imposing higher tax rates on people making the most money is a fair way to make them contribute to deficit reduction. They say Obama would merely return rates to levels that existed under President Bill Clinton, and the economy prospered then.

Because various tax breaks have such powerful defenders ? for example, charities, churches and colleges ? it's politically difficult to limit them. The subsequent search for revenue could expose the middle class to higher taxes, Democrats say.

During the presidential campaign, Republican nominee Mitt Romney suggested limiting itemized deductions to a dollar cap, such as $25,000. The nonpartisan Tax Policy Center estimates that capping deductions at $25,000 would raise $1.3 trillion. But 29 percent of it would come from those earning under $200,000, whose taxes both parties say they don't want to increase.

Keyes' family pastor says killer ranted at wedding

A Texas pastor says an Alaska murder suspect who confessed to targeting people across the country ranted at his sister's March wedding about how he didn't believe in God.

Israel Keyes told authorities he killed Anchorage barista Samantha Koenig and at least seven others over the past decade. He was found dead last Sunday in his Anchorage jail cell after he killed himself.

Pastor Jacob Gardner told The Anchorage Daily News ( http://is.gd/18edAk) that he was traveling with Keyes' mother and other relatives for the killer's funeral Sunday in Deer Park, Wash.

Gardner says Keyes attended a sister's wedding in March in Texas, where he ranted about how he didn't believe in God. That would have been shortly before his arrest.

The pastor says some of the preaching there had targeted Keyes to get him to "denounce his atheism." But Gardner says the ceremony ended with Keyes raging against God.

IMF chief warns U.S. of ripple effect of "fiscal cliff"

WASHINGTON (Reuters) - The head of the International Monetary Fund urged U.S. policymakers on Friday to consider the implications for the rest of the world of failing to reach a deal to avoid the "fiscal cliff."

"If the U.S. suffers as a result of the fiscal cliff - a complete wiping out of growth - it is going to have repercussions around the world," IMF Managing Director Christine Lagarde told the BBC in an interview.

"If the U.S. has 2 percent less growth, there will probably be 1 percent less growth in Mexico and in Canada, probably less so in Europe and Japan, but there will be ripple effects outside the U.S.," she added.

The Obama administration and congressional leaders are trying to negotiate a deal to avoid the so-called fiscal cliff of $600 billion in tax hikes and federal spending cuts that will begin to take effect at the beginning of 2013..

Ukraine leader pledges to name PM soon as IMF talks loom

KIEV (Reuters) - Ukrainian President Viktor Yanukovich has promised to name his choice of new prime minister by Sunday and to nominate someone whose first big task will be to try to broker a new loan deal with the International Monetary Fund.

Ukraine also faces the prospect of repaying its foreign creditors $9.1 billion in 2013, up from $6.5 billion this year. The 2013 sum includes $6.4 billion owed to the IMF and Ukraine has said it hopes to refinance that debt.

Yanukovich accepted the resignation of Prime Minister Mykola Azarov's government on Monday, a move that was widely expected after a parliamentary election on October 28.

He has not indicated who he wants as his next prime minister but has not ruled out re-appointing Azarov, a long-time ally and government veteran who is now acting prime minister.

However, Serhiy Arbuzov, the central bank head, has also been mooted as a strong favorite for the top government post if Yanukovich decides to ring the changes.

Yanukovich was quoted on his website on Thursday night as saying he would nominate his candidate for prime minister before he left for an official visit to India on Sunday.

"I will announce the candidate for prime minister by this Sunday," he was quoted as telling a group of diplomats.

The new parliament, which must vote on Yanukovich's nominated candidate, will convene on December 12.

Azarov, 64, served as Yanukovich's prime minister after the latter won the presidency in February 2010, and is regarded as a safe pair of hands and a political neutral who is not linked to any specific group of billionaire power-brokers in the country.

But his resistance to pressure from the IMF to raise household gas prices - a move that would be unpopular but which the Fund sees as essential to control the budget deficit - prompted it to suspend payments under a stand-by program in early 2011.

The principal lender to the cash-strapped former Soviet republic, the IMF on Thursday raised eyebrows after it put back to late January a visit to Ukraine for talks over a possible new loan arrangement. The mission had originally been due to arrive on Friday.

The Fund's local representative, Max Alier, said it had made the decision at the request of the Ukrainian authorities in view of possible government changes.

Some analysts have speculated that Yanukovich might replace Azarov with someone more flexible ahead of the new loan talks with the Fund.

Though Azarov has been resistant to IMF pressure for a hike in household gas prices and a more flexible exchange rate for the national currency, the hryvnia, Ukrainian analysts and media have so far mostly bet on him being reappointed as premier.

The idea of giving the job to 36-year-old Arbuzov, who has close family ties to Yanukovich through his mother who runs a private bank owned by Yanukovich's family, is seen as risky in the current economic circumstances.

A Creative Writing Workshop through Ryerson University's Continuing Education Program, taught by award winning poet and journalist, Jacob Scheier.

Students will learn techniques, methods, and devices for writing evocative creative non-fiction (e.g., memoir, personal essay) and poetry on loss and grief. Through the reading and writing of non-fiction and poetry, we will work towards making our experiences of grief speak to others. Subject matter is not limited to the death of a loved one, but can include, for example, a divorce/break up or losing a part of a person through injury or illness.

Jacob Scheier is the winner of the 2008 Governor General's Award for poetry and co-winner of a 2009 New York Independent Media Alliance award for best feature article. His poems have been published in periodicals across North America and been aired on CBC radio. He is a regular contributor of articles to Toronto's NOW Magazine. He is also a volunteer facilitator with Bereaved Families of Ontario.

There is a sense in which it may be said that had the University of Nigeria not existed in the first place, the generation of post-independence leadership of the country would still have had to invent one. This is because, looking back now, the establishment of the university bordered on a historical mission, as encapsulated in the report of the Economic Rehabilitation of Eastern Nigeria (1955) which made the case for the immediate establishment of a full-fledged university in the region: ?Such a higher institution of learning should not only be cultural, according to the classical concept of universities, but it should also be vocational in its objective and Nigerian in its content.?

The dawn of political independence in Africa was all the more remarkable as it offered the new nations a context to dream lofty dreams. It needs be emphasized that, in the case of Rt. Hon. (Dr.) Nnamdi Azikiwe, the founder of the University of Nigeria, the original impulse for the establishment of the University ran far much deeper than the crush of independence. His was a date with history, a summons to enact ?Renascent Africa? in bold relief. I make bold to say that few public institutions of higher learning in Africa can aspire to the philosophical foundations, liberal and utilitarian ethos that gave birth to the university in October 1960. Fewer still have impacted the course of the development of higher education and nation building as much as the University of Nigeria in the past fifty years.

The reason the University will for a very long time to come remain the reference point in the development of higher education hinges on its history as a catalytic influence in the diversification of knowledge and the democratization of access to higher education. The introduction of vocational courses and the teaching of General Studies (GS) have bred an academic tradition that defines the mission of the public university. Through thick and thin, this tradition has largely held firm and constitutes the connecting thread in the tangled web of the institution?s history.

Twenty seven ago, the University celebrated its silver jubilee anniversary. It was an auspicious occasion to reflect on the institution?s history and to contemplate its future. Onigu Otite, a pioneer graduate of the University and by then a professor of Sociology at the University of Ibadan suggested at the time that the chequered origins of the school made its first 25 years appear to collapse centuries of the normal rise and fall of such institutions elsewhere. Inevitably, the ravages wrought by the ugly spectre of the Nigerian civil war have since become an integral part of the narrative of the University. Upon his return to the war-scarred institution in 1970, Dr. D.R. Duncan, an Inter- University Council adviser from Cambridge University made a sobering observation of the patent devastation and destruction, on the one hand, and a burning determination and purpose to create something unique from the tragedy of the past, on the other.

Despite a succession of national educational crises punctuated by internal upheavals, the University has grown in exponential terms ever since. The take-off student population of 220 in six foundation departments in 1960 and an academic staff strength of 13, which, by the 1962/63 session had shot up to 1,248 students in 27 departments and colleges, and a total of 160 lecturers, pales in comparison to the current student enrolment figure of about 35,000, academic staff and faculty population of 1,785, in addition to non-academic personnel of 5,420. In fifty years, the University has graduated over 125,000 students in various degrees and diplomas (compared to the first set of 150 graduates in 1963) and today boasts 106 departments, 15 faculties, 10 centres and 3 institutes spread across four campuses- Nsukka, Enugu, Ituku/Ozalla and Aba.

With research at the heart of the founding of the university, post-graduate studies stand out as a beneficiary of the exponential growth of the institution. Fresh from the ruins of war, the school conferred its first Masters degree in 1971 and its first Ph.D four years later in 1975. In the 1978/79 session when the School of Post-graduate Studies came into existence, the post-graduate student enrolment figure stood at 288, but by 1984/85 session, the figure had risen to 1,309 students. By contrast, with all academic departments presently running fully functional post-graduate programmes, a total of 2,226 new students enrolled for various programmes under the school in the 2010/2011 session.

Much has been made of the ennobling dreams of the founding fathers of the university, but in reality those dreams might have counted for little without the commensurate sweat and exertions, commitment and conviction of the men and women in the arena of teaching and research. They surely deserve greater credit than they have received so far in any attempt at situating the arduous road travelled by the institution.

Perhaps no less so, the foster hands of the Michigan State University, the Inter- University Council and the various streams of expatriate egg-heads who worked under difficult conditions towards nurturing values that underpin the idea. The Nsukka environment in its pristine rural setting, with the totemic parched red earth and swirling dust storms, has since given way to evolving modernization, physical transformation, aesthetic renewal and the introduction of new teaching and learning tools and aids. At this juncture, the University is fully braced for new frontiers and higher heights in a world of shrinking borders.

The saga of the development of the University of Nigeria embodies the legend informing the narrative of its traditions and culture as an organic institution with a soul and life of its own. As we mark the 52nd Founders Day this year, preparatory to celebrating the 50th anniversary of the pioneer set of university graduates from a Nigerian university in October 2013, I cannot but register once more my appreciation of the tortuous journey that started with the singular vision of the Rt. Hon. Dr. Nnamdi Azikiwe, former Premier of the Eastern Region, former President of Nigeria and foremost nationalist.

Collin Wehr, a 11-year-old Northbrook boy who has been battling brain cancer for the last three years, will be honored by the Northbrook community and local clergy at an interfaith prayer service next Tuesday at?St. Norbert's Parish.?

Collin's tumors "are growing at an extremely aggressive rate," according to the invitation to the service, posted on Patch by Robert Lozaro, a member of Northbrook's Community Relations Commission and friend of the Wehr family.?

The prayer service will start at?7 p.m. on Tuesday, Dec. 11 and will last for about 20 minutes, according to Lozaro, who has helped organize it.

At the request of Collin's family, Lozaro said the prayer service will have speeches, music and humor.?

"We don't want it to be a memorial service," Lozaro said. "This is at least an opportunity for us to give back, in our own way."

"We're helpless, there's nothing more we can do," Lozaro added.

On its 34-city North American tour, which kicks off April 4 in Columbus, Ohio, the band will perform two new songs, and it could mean a new album will follow. Or not.Stevie Nicks recently sang on tracks that Lindsey Buckingham, Mick Fleetwood and John McVie worked on, calling the sessions "great." But Nicks also says she's not sure where the band fits in today's music industry."Whether or not we're gonna do any more (songs), we don't know because we're so completely bummed out with the state of the music industry and the fact that nobody even wants a full record," she said. "Everybody wants two songs, so we're going to give them two songs."Nicks said depending on the response to the new tracks - which Buckingham calls "the most Fleetwood Mac-y stuff ... in a long time" - more material could come next."Maybe we'll get an EP out of it or something," Buckingham said.Nicks will continue to record solo albums, though. In the December issue, the editors at Consumer Reports advise readers to resist the extended-warranty pitch.?

?We believe most people don?t need extended warranties,? executive editor Greg Daugherty told me. ?Most products are reasonably reliable these days. If they are going to break it?s probably early on when the manufacturer?s warranty is still in effect or way down the road after the extended warranty would have expired. So you?re buying protection for a fairly limited period of time.??

Service plans aren?t cheap. Consumer Reports says they can increase the price of that item by a third or more. And stores keep 50 percent or more of what they charge for these plans. That?s normally more than they make on the products they sell. That?s why the salespeople push so hard to get you to buy.?

?We found that repair costs very often aren?t much higher than the cost of an extended warranty,? Daugherty said. ?So in the odd event that you?re going to need a repair, it probably won?t cost you any more than you would have paid for the warranty. And if you don?t need a repair, you get to keep that money.??

Repair service after the sale can be lacking
Based on its surveys of subscribers, Consumer Reports cautions that an extended warranty doesn?t guarantee that you?ll get the item fixed.? The salesperson might exaggerate the extent of the coverage or there might be limitations in the fine print you don?t know about.?

?We found that people sometimes get a runaround or that it?s just slower to get something repaired by an extended warranty than to take it to the repair shop and get it fixed yourself,? Daugherty explained.?

Worse yet, the company might refuse to make repairs under the service contract. ConsumerWorld.org recently ran a story in its Mouse Print section about a woman in the Boston area who paid $298 for a four-year service contract for her washer and dryer back in 2009.?

Recently, the washing machine broke. The repairman said he could not fix it under the service plan because the repair would cost $1,300 and the washer was only worth $589. They would pay her the $589, but that was less than the cost of a new washer.

Can they do that? Consumer World?s founder, Edgar Dworsky, checked and indeed the service contract gave the company the option to do that ? to declare the product ?un-repairable.?

The lesson here is to read any service contract you plan to buy before you buy it, and see if it includes the right of the servicer to refuse repairs or to cap its liability,? Dworsky cautioned.

Another way to go
You may already have extended warranty protection from your credit card issuer. Many cards now automatically double the manufacturer?s warranty by up to a year for items you charge to the card.?

The coverage varies from card to card and there are limitations. For example, MasterCard normally limits this extra protection to products where the original warranty is one year or less. So check the terms and conditions on your credit cards before you go shopping.?

?If this perk comes with your card, you?d be foolish to not to use it and maybe skip the extra coverage,? Dworsky said.?

You might want to consider a service plan if you buy a laptop or tablet computer. There?s a greater chance of damage with a portable computer. Consumer Reports suggests a service plan to cover accidental damage.?
